FLOOR AMENDMENT EXPLANATION

1. Restores the prohibition of monies in the Underground Storage Tank Revolving Fund from being used to implement the Water Quality Assurance Revolving Fund (WQARF) program.

2. Removes the authority of the Director of the Arizona Department of Environmental Quality to transfer the lesser of 33 percent of excise tax revenues received or $10,000,000 to WQARF if WQARF has not received an appropriation of at least $15,000,000.
