Page 1, after line 33, insert:

"Sec. 4. Arizona state schools for the deaf and the blind; district of responsibility; exception

Notwithstanding title 15, chapter 11, Arizona Revised Statutes, for school year 2021 the Arizona state schools for the deaf and blind shall be a district of responsibility and local education agency for pupils served through a campus-based model and shall be responsible for providing a free and appropriate public education, awarding diplomas and submitting data for federal and state accountability purposes, except that the school district or charter school in which the student previously attended prior to enrolling in an Arizona state schools for the deaf and blind campus-based model or, if the student has moved, the school district or charter school in which the student intends to attend, shall enroll a student if an individualized education program determination is made that the Arizona state schools for the deaf and blind is no longer the least restrictive environment. If the Arizona state schools for the deaf and blind convenes a meeting of a student’s individualized education program team to determine a student’s placement status, the Arizona state schools for the deaf and blind shall invite a representative of the school district or charter school in which the student will next attend to participate in the meeting."
