AN ACT

 

amending section 41-1731, Arizona Revised Statutes; Appropriating monies; relating to peace officer training.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Section 41-1731, Arizona Revised Statutes, is amended to read:

START_STATUTE41-1731. Peace officer training equipment fund; exemptions; funding; purchase requirements

A. The peace officer training equipment fund is established consisting of monies deposited pursuant to sections 12-114 and 12-116.10.  The state treasurer shall administer the fund.  Monies in the fund may be used only for peace officer training equipment.

B. The state treasurer shall invest and divest monies in the fund as provided by section 35-313, and monies earned from investment shall be credited to the fund.

C. Monies in the fund:

1. Do not revert to the state general fund at the end of the fiscal year.

2. Are exempt from the provisions of section 35-190 relating to lapsing of appropriations.

3. Are subject to legislative appropriation.

D. all training equipment purchased with monies in the fund must be purchased under an existing supply schedule contract with the department of public safety. An eligible vendor must participate in a cooperative purchasing agreement with the department of administration pursuant to section 41-2632.

E. An applicant for peace officer training equipment funding must do both of the following:

1. contact the sales representative for the training equipment manufacturer of its choice to establish a needs-based proposal.

2. submit a formal, written request to the chief procurement officer of the department of public safety, including a price quote provided to the applicant by the training equipment manufacturer.

F. Within a reasonable amount of time, and subject to the availability of monies in the fund, the department of public safety must notify the training equipment manufacturer that an applicant has requested to purchase a piece of equipment.  The department of public safety must provide the training equipment manufacturer with the name of the applicant and the name and contact information of the applicant's representative who will coordinate the purchase of the requested equipment.

G. Virtual training simulators purchased with monies in the fund must:

1. Include an electronic impulse device to simulate consequences during screen-based simulation training.

2. Be preloaded with nationally recognized, certified curriculum and interactive visual coursework.

3. Seamlessly display real and completely interactive videos across all interconnected screens. END_STATUTE

Sec. 2. Appropriations; peace officer training equipment fund

The sum of $2,000,000 is appropriated from the state general fund in fiscal year 2021-2022 to the peace officer training equipment fund established by section 41-1731, Arizona Revised Statutes, as amended by this act.
