AN ACT

 

establishing the joint study committee on voting systems technology and best practices.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Joint study committee on voting systems technology and best practices; membership; duties; report; delayed repeal

A.  The joint study committee on voting systems technology and best practices is established consisting of the following members:

1.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.

2.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.

3.  Three persons who are appointed by the speaker of the house of representatives and who are knowledgeable about election systems and operations, at least two of whom have significant employment experience in county or municipal elections.

4.  Three persons who are appointed by the president of the senate and who are knowledgeable about election systems and operations, at least two of whom have significant employment experience in state or county elections.

5.  One person who is appointed by the governor.

B.  The committee shall research, take testimony and receive reports on new voting systems technology and best practices.

C.  A majority of the members of the committee constitutes a quorum.  The committee shall elect one member of the committee as chairperson.  The committee shall meet at any place deemed necessary or convenient by the chairperson.

D.  The committee may use the services of legislative staff to provide necessary administrative and operational services.

E.  On request of the committee, an agency of this state or a political subdivision of this state shall provide the committee with access to its equipment, documents, personnel and facilities to the extent possible and without cost to the committee.

F.  On or before June 30, 2022, the committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

G.  This section is repealed from and after September 30, 2022.
