AN ACT

 

establishing the study committee on class sizes.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Study committee on class sizes; membership; report; delayed repeal

A.  The study committee on class sizes is established for the following purposes:

1.  Determining appropriate class sizes.

2.  Identifying methods of reducing class sizes.

3.  Determining the costs of the methods of reducing class sizes.

4.  Identifying how existing school facilities and available classroom space are conducive to reducing class sizes.

B.  The study committee consists of the following members:

1.  The superintendent of public instruction or the superintendent's designee.

2.  One member from the majority party of the senate who is appointed by the president of the senate.

3.  One member from the minority of the senate who is appointed by the minority leader of the senate.

4.  One member from the majority party of the house of representatives who is appointed by the speaker of the house of representatives.

5.  One member from the minority party of the house of representatives who is appointed by the minority leader of the house of representatives

6.  Ten members who are appointed by the superintendent of public instruction as prescribed in subsection C of this section.

C.  The superintendent of public instruction shall appoint the following additional members to the study committee on class sizes, taking into consideration geographic and demographic diversity:

1.  A school district superintendent. 

2.  A teacher in any grade at a charter school.

3.  A chairperson of a school district governing board.

4.  A board member of a parent organization.

5.  A teacher in a kindergarten program or in any of grades one through five.

6.  A teacher in any of grades six through eight. 

7.  A teacher in any of grades nine through twelve.

8.  A person who is in a leadership position for a bargaining representative for teachers.

9.  A person who is a member of a member organization for school business officials.

10.  One member of a member organization for school administrators.

D.  At least three of the members appointed pursuant to subsection C of this section must have experience working for a title I school.

E.  On or before December 31, 2021, the study committee on class sizes shall submit a report of its findings, conclusions and recommendations to the governor, the superintendent of public instruction, the speaker of the house of representatives and the president of the senate and submit a copy of this report to the secretary of state.

F.  This section is repealed from and after May 31, 2022.
