FLOOR AMENDMENT EXPLANATION
1. States that the prohibition against settlement agreements and consent decrees does not apply to any provision contained in the Citizens Clean Election Act.
2. Allows for a settlement agreement or consent decree to take place if it is approved by the Attorney General, the Secretary of State, the President of the Senate, the Speaker of the House of Representatives and the Legislative Council.
3. Stipulates that approval by Legislative Council must occur in a public hearing that allows for public testimony.

Line 9, after "decree" insert "unless the amendment or decree is first approved by the attorney general, the secretary of state, the president of the senate, the speaker of the house of REPRESENTATIVES and the legislative council. The approval by the legislative council must occur in a public hearing where there is an opportunity for public testimony. this section does not apply to any provision of chapter 6, ARTICLE 2 of this title"
