FLOOR AMENDMENT EXPLANATION

 

 

1.   Prohibits an election observer from being allowed inside a county vehicle or other vehicle while it is transporting election equipment or supplies.

2.   Prohibits an election observer, when asking questions of election officials, from disrupting the process being observed and requires the observer's questions to be directed to a person in a supervisory role or a designated respondent.

3.   Applies the requirements related to the ejection of election observers to voting locations.

4.   Allows a troubleshooter, in addition to a polling location inspector or marshal, to eject an election observer.

5.   Allows a political party chairperson to appeal the ejection of an election observer to the officer in charge of elections, rather than to a county recorder.

6.   Requires all election observers to receive standardized, uniform training based on the Elections Procedures Manual and provided by the political party that appoints the election observer, before observing any aspect of the election process.

7.   Makes technical and conforming changes.

Line 11, after the period insert "when asking questions, an election observer shall not disrupt the process being observed, and the observer's questions shall be directed to a person in a supervisory role or a designated respondent."

Line 15, after "4." insert "While at voting locations,"

Line 16, after "marshal" insert "or troubleshooter, if available"

Line 18, strike "county recorder" insert "officer in charge of elections"

After line 18, insert:

"5. All election observers shall receive STANDARDIZED, uniform training before observing any ASPECT of the election process.  The POLITICAL party that appoints the election OBSERVER shall provide the TRAINING, which shall be based on the instructions and procedures manual issued pursuant to section 16-452."
