FLOOR AMENDMENT EXPLANATION

1. Requires the Arizona Department of Education (ADE) to:

a) establish a process to award a substitute certificate to an eligible person who received an emergency substitute certificate in the time period beginning January 24, 2022, and until the general effective date; and

b)  waive the certification fee for an applicant who is awarded a substitute certificate through the ADE-established process.

Page 5, after line 39, insert:

"Sec. 2. Department of education; substitute certificates; waiver of certification fees

The department of education shall both:

1. Establish a process to award substitute certificates to eligible persons who received an emergency substitute certificate between from and after January 23, 2022 and the effective date of this act. 

2. Waive certification fees for applicants who receive a substitute certificate pursuant to this section."
