"START_STATUTE41-181. Prosecutor crime victim notification fund; software; vendor requirement

A. The prosecutor crime victim notification fund is established consisting of Legislative appropriations and monies available from any other lawful source. The attorney general shall administer the fund, shall distribute fund monies to qualifying organizations and entities and may use not more than five percent of the monies deposited in the fund for administrative costs. Monies in the fund are subject to legislative appropriation and may be used by prosecuting agencies in this state to fund software that does the following:

1. Enables the development of an automated crime victim notification system to the user base consisting of prosecuting agencies. The automated crime victim notification system must enhance the user's notification system and do the following:

(a) Notify the victim of all notifications required by title 8, chapter 3 and title 13, chapter 40.

(b) Interface with the prosecuting agencies' record management system.

(c) Provide configurable triggers to send messages to crime victims.

(d) Provide the ability to attach informational brochures or other electronic attachments to the messages.

(e) Provide the ability for victims to find THEIR case status on the agencies' websites.

(f) Include the agencies' branding, email addresses and web domains for all communications.

(g) Provide the ability to send messages in multiple languages.

(h) Provide a short code or a long code telephone number with a local area code.

(i) Monitor the number of messages sent and the types of messages sent and visualize the data.

B. A vendor of any software described in subsection a of this section must have previously deployed a solution for a prosecutor’s office.

C. Participation by a prosecuting agency in an automated crime victim notification system is voluntary. participation by an agency in the county does not obligate any other agency to participate or provide data to this system." END_STATUTE
