K-12 Finance Formula
1. Increases the per-pupil base level for FY 2023 to $4,775.27.
2. Adds, to the school finance formula, a Group B weight of 0.018 for children eligible for the federal Free-and-Reduced-Price Lunch Program.
3. Reduces the increased charter additional assistance amounts to:
a) $1,985.58 per student count in preschool programs through grade 8; and
b) $2,314.16 per student count in grades 9 through 12.
4. Increases FY 2023 district additional assistance (DAA) per student count to the following amounts:

5. Increases the DAA for textbooks and printed materials for grades 9 through 12 to $77.65.
6. Authorizes a school district, to account for legislative changes to K-12 funding enacted after June 20, 2022, to:
a) adopt a budget higher than its proposed budget or revise an adopted budget that does not take the legislative changes into consideration; and
b) revise FY 2023 primary and secondary property tax rates to reflect the adopted budgets.
7. Requires the Arizona Department of Education (ADE) to:
a) administer the Continuing High School and Workforce Training Program, Adult Workforce Diploma Program and Community College Adult Education Workforce Development Program; and
b) provide adequate staff to the State Board of Education (SBE) for program-related requirements.
8. Aligns the dates by which program providers must report outlined information and requires the information to be submitted to ADE for compilation into an annual report for each program.
9. Replaces the requirement that the SBE issue a request for qualifications for Adult Workforce Diploma Program providers with a requirement that an eligible provider must submit information showing eligibility.
10. Authorizes the SBE and ADE to develop a process to bring an Adult Workforce Diploma Program provider into compliance, rather than requiring the SBE and ADE to place a provider on probationary status for noncompliance.
11. Establishes the Invest in Postsecondary Success Program within ADE.
12. Requires ADE to contract with a nonprofit vendor that:
a) administers college match savings accounts that match each dollar a student saves with $8 and financial capability and workforce readiness training;
b) has served at least 2,000 students in the past 10 years; and
c) currently support multiple student pathways by partnering with institutions of high education.
13. Establishes the Invest in Postsecondary Success Fund, consisting of legislative appropriations, for ADE to distribute monies to the selected vendor to administer college match savings accounts and provide financial capability and workforce readiness training.
14. Directs ADE to prescribe program eligibility criteria for students and the manner of application.
15. Specifies that Fund monies are continuously appropriated and exempt from lapsing.
16. Authorizes ADE to adopt rules for program administration.
17. Adds, to the Empowerment Scholarship Accounts Parent Oversight Committee, one member appointed by each minority leader of the Legislature.

A. The invest in postsecondary success program is established. The department of education shall administer the program.
B. The invest in postsecondary success program shall contract with a vendor that is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and that is selected through a request for proposals. The vendor shall provide student support to program participants under this section. The vendor selected pursuant to this subsection must meet all of the following requirements:
1. Have administered each of the following for at least five previous academic years:
(a) College match savings accounts in which a student's contributions are matched by $8 for each dollar the student deposits per academic year. The college match savings accounts described in this subdivision must be in the form of a custodial account or 529 plan.
(b) Financial capability training that addresses budgeting, managing student debt, savings, debit management, credit card use, retirement readiness and credit reports.
(c) Workforce readiness training that addresses businesses mentoring, job shadowing, interviewing AND resume skills and career exploration.
2. Have served at least two thousand students in the past ten years.
3. Currently support multiple student pathways by partnering with institutions of higher education, including community colleges, universities and career and technical education programs.
C. To participate in the program, students may apply to the department of education in a manner prescribed by the department. The department shall establish program eligibility criteria. Each program participant shall open a college match savings account with the vendor that is selected pursuant to subsection B of this section.
D. The vendor selected pursuant to subsection B of this section shall administer college match savings accounts for program participants and provide program participants with financial capability training and workforce readiness training as described in subsection B, paragraph 1 of this section.
E. The invest in postsecondary success program fund is established consisting of legislative appropriations. The department of education shall administer the fund. Monies in the fund are continuously appropriated and are exempt from the provisions of section 35-190 relating to lapsing of appropriations. The department shall use monies in the fund for the purposes of administering the program and for distributing monies to the vendor selected pursuant to subsection B of this section. The vendor shall use any monies received from the fund for the purposes of this section.
F. The department of education may adopt rules for the purposes of this section."

A. Notwithstanding any other law, to account for legislative changes relating to K-12 funding that were enacted by the legislature after June 20, 2022, for fiscal year 2022-2023:
1. A school district may adopt a budget that is higher than its proposed budget. The budget adoption hearing shall identify the differences between the proposed budget and the budget presented for adoption.
2. If a school district adopts a budget for fiscal year 2022-2023 that does not take into consideration legislative changes relating to K-12 funding that were enacted by the Legislature after June 20, 2022, the district may revise its budget.
3. District budgets that are revised pursuant to paragraph 2 of this subsection on or before August 1, 2022 and district budgets that are adopted pursuant to paragraph 1 of this subsection shall be used for setting the amount that is required to be levied for each school district from both the primary property tax prescribed by section 15-992, Arizona Revised Statutes, and the secondary property tax for fiscal year 2022-2023.
B. This section applies retroactively to from and after June 19, 2022."
