AN ACT
Establishing the carbon capture task force.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Carbon capture task force; membership; duties; report; delayed repeal
A. The carbon capture task force is established consisting of:
1. One member who is appointed by the governor.
2. One member of the senate who is appointed by the president of the senate.
3. One member of the house of representatives who is appointed by the speaker of the house of representatives.
4. One member of the senate who is appointed by the minority leader of the senate.
5. One member of the house of representatives who is appointed by the minority leader of the house of representatives.
6. The following members who are currently employed in a senior management position:
(a) One member from the attorney general's office.
(b) One member from the department of environmental quality.
(c) One member from the department of health services.
(d) One member from the Arizona department of agriculture.
(e) One member from the department of transportation.
B. Members of the task force shall be appointed not later than six months after the effective date of this act.
C. Members serve on the task force without compensation.
D. During the first meeting of the task force, the members shall appoint a chairperson.
E. After the first meeting of the task force, the chairperson shall convene meetings of the task force.
F. The task force shall:
1. Evaluate the potential for carbon capture, utilization and storage as a form of climate mitigating technology.
2. Evaluate current and future storage status of carbon capture and future resources in this state.
3. Evaluate the procedures, standards and safeguards to safely store carbon dioxide.
4. Coordinate with state and federal regulatory agencies to study the processes and effects of using class IV injection wells.
5. Evaluate the economic impact and job creation and retention from carbon capture, utilization and storage that protects the environment and promotes short-term and long-term economic growth.
6. Assist in providing education to stakeholders and state agencies.
7. Research and develop carbon capture and utilization.
8. Evaluate the liability of storing, monitoring and maintaining carbon dioxide after the completion of carbon capture and utilization.
9. Study the acquisition, ownership and amalgamation of pore space for carbon capture, utilization and storage.
10. Evaluate fees, costs or offsets related to carbon capture, utilization and storage.
11. Study the effects on health and safety, the environment and property uses or values.
12. Engage with interested stakeholders to gain information from diverse socioeconomic perspectives from environmental justice organizations, environmental nongovernmental organizations, industry landowners, farm bureaus, manufacturing, labor unions and other interested parties, as applicable.
13. On or before December 31, 2023, submit a report regarding the task force's findings and recommendations to the governor, the president of the senate, the speaker of the house of representatives, the minority leader of the senate and the minority leader of the house of representatives and provide a copy of this report to the secretary of state.
G. This section is repealed from and after December 31, 2023.
