A CONCURRENT RESOLUTION
Proposing an amendment to the constitution of Arizona; amending article IX, constitution of arizona, by adding section 26; relating to law enforcement expenditures.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article IX, Constitution of Arizona, is proposed to be amended by adding section 26 as follows if approved by the voters and on proclamation of the Governor:
Minimum law enforcement expenditure amount
26.Section 26. A. The economic estimates commission shall determine and publish before April 1 of each year the minimum law enforcement expenditure amount for the following fiscal year for each county, city and town. The minimum law enforcement expenditure amount shall be determined by adjusting the amount of local law enforcement services spending for each county, city or town for fiscal year 2019-2020 to reflect the changes in the population of the county, city or town and the cost of providing local law enforcement services.
B. The governing body of any county, city or town may not authorize total law enforcement expenditures that are less than the minimum law enforcement expenditure amount for the county, city or town as prescribed in this section, except as provided by law.
C. The legislature shall provide by law for the administration of this section, including a uniform reporting system and sanctions and penalties for failure to comply with this section.
Sec. 2. Intent
The intent of this act is to ensure that this state continues to enjoy the levels of safety and protection by requiring each county, city and town in this state to guarantee a basic level of law enforcement funding into the future. The legislature shall provide by law for a uniform reporting system for counties, cities and towns to ensure compliance with this act.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
