A Concurrent Resolution
authorizing school districts to spend local revenues in excess of the Constitutional expenditure limitation in fiscal year 2021-2022.

Whereas, school districts in this state are subject to an aggregate limitation on expenditures of local revenues under article IX, section 21, Constitution of Arizona; and
Whereas, the state board of education has reported, pursuant to section 15-911, subsection B, Arizona Revised Statutes, that the aggregate expenditures of local revenues budgeted for fiscal year 2021-2022 exceed the aggregate expenditure limitation by $1,154,028,997; and
Whereas, pursuant to article IX, section 21, subsection (3), Constitution of Arizona, and section 15-911, subsection C, paragraph 2, Arizona Revised Statutes, the legislature, on the affirmative vote of at least two-thirds of the membership of each house, may authorize the expenditure of local revenues by school districts in excess of the amount of the aggregate expenditure limitation; and
Whereas, pursuant to section 15-911, subsection E, Arizona Revised Statutes, if the legislature fails to authorize the expenditure of local revenues by school districts in excess of the amount of the aggregate expenditure limitation on or before March 1, 2022, school districts must reduce pro rata their expenditures of local revenues in the remainder of the fiscal year.
Therefore
Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. That the legislature authorizes school districts to spend local revenues in the amount of $1,154,028,997 in excess of the expenditure limitation prescribed pursuant to article IX, section 21, Constitution of Arizona, in fiscal year 2021-2022.
2. The authorization provided in paragraph 1 is effective only on the approval of this resolution by at least two-thirds of the membership of each house of the legislature by roll call vote on or before March 1, 2022.
