AN ACT

 

Appropriating monies to the Arizona commerce authority.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Appropriation; Arizona commerce authority; youth workforce readiness grants; report; exemption

A. The sum of $1,500,000 is appropriated from the state general fund in fiscal year 2022-2023 to the Arizona commerce authority to award youth workforce readiness grants to provide support to nonprofit organizations that are recognized by the United States internal revenue service under section 501(c)(3) of the internal revenue code and that provide out-of-school time youth mentoring to ensure that at-risk youths are graduating from high school and pursing secondary education.

B. A nonprofit organization may apply for a grant under this section if the organization demonstrates that it:

1. Serves youths twelve to twenty-one years of age who live in poverty and face adverse childhood experiences that are likely to impede their ability to graduate from high school.

2. Utilizes a research-informed program that includes one-to-one mentoring.

3. Emphasizes workforce development and college and career planning sessions.

C. On or before January 1 after each fiscal year that a participating nonprofit organization spends grant monies received pursuant to this section, the nonprofit organization shall submit to the Arizona commerce authority a report containing a detailed description of the number and types of mentoring programs held, the number of youths served, the outcomes achieved, high school graduation rates of participating youths and the number of youths that pursue post-secondary education.

D. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
