The bill would make permanent the high-quality teacher professional development program established by Laws 2017, Chapter 284. This program was funded through a series of 3 one-time $400,000 appropriations between FY 2020 and FY 2022.
Estimated Impact
Given the program's one-time FY 2022 appropriation, the FY 2023 JLBC Baseline includes no funding for this program. We estimate that creating a permanent program would cost between $140,000 and $400,000 from the General Fund above the JLBC Baseline. The lower end is based on the average annual spending levels during the last 3 years. The upper end is based on the annual one-time appropriation level for this program during the last 3 years.
Laws 2017, Chapter 284 required the Department of Education (ADE) to establish a competitive grant program to provide scholarships to teachers to obtain professional development from an accredited public or private postsecondary institution in math, science, technology, engineering, or career and technical education content. The scholarships may not exceed $2,000 per applicant. Grant recipients must agree to work in an Arizona public school for at least 3 years following the receipt of the award. The program received one-time appropriations of $400,000 annually from FY 2020 through FY 2022 and is scheduled to expire on July 1, 2023.
In its November 1, 2021 report on the status of the program to the Legislature and the Executive, ADE reports that it expended $442,100 on program grants between FY 2020 and FY 2022, or an annual average of $147,000.
