A Resolution

 

 on the death of robert stephen lynch.

Robert "Bob" Stephen Lynch passed away peacefully on August 29, 2021 at the age of 82. Known as "Smiley" by his Marine Corps Sergeant, "Godfather of Western Water Law" by his colleagues and "14th Avenue Sommelier" by his neighbors, Bob was loved by many and, most of all, by his devoted family.

Bob earned his Bachelor of Arts and Juris Doctor degrees from the University of Arizona and a Master of Laws degree with a specialization in natural resources law from George Washington University. He spent nearly six decades as a water and water rights lawyer but liked to refer to himself as a "simple country lawyer." He belonged to the Arizona, Maricopa County and Federal Bar Associations and was a member of the District of Columbia Bar. A brilliant attorney and skillful litigator, Bob is credited with helping to shape Western water and hydropower policies for the last four decades.

Bob served on the Advisory Committee of the American Public Power Association (APPA) and was the 2003 recipient of APPA's Kramer-Preston Personal Service Award. He also served on the North American Electric Reliability Corporation's Legal Advisory Committee, as chairperson and member, respectively, of the Water and Property Rights and the Energy Issues Committees of the National Water Resources Association and as President and Chairman of the Board of the Central Arizona Project Association. Bob also served as an invaluable board member of the Agribusiness and Water Council of Arizona and was the highly respected chief legal counsel of the Irrigation and Electrical Districts Association of Arizona for many years.

Bob had many hobbies, including cooking, gardening, hosting soirees in his front yard, sampling Arizona wines and making cheese. A loving and devoted husband, father and grandfather, Bob will be greatly missed by his wife of 52 years, Anne, his three daughters, Betsy, Caroline and Stephanie, his sons-in-law, Scott and Edward, and his four grandchildren, Teagan, Declan, Alexander and Eleanor.

Therefore

Be it resolved by the House of Representatives of the State of Arizona:

That the Members of the House of Representatives sincerely regret the death of Robert Lynch and extend their deepest condolences to his family and many friends.
