After line 17, insert:
"D. When determining whether to offer an associate degree program, the career technical education board shall make its determination based on all of the following criteria:
1. Whether the career technical education district is able to demonstrate student demand for the associate degree program.
2. A financial analysis that shows the short-term and long-term impacts to initiate and sustain the associate degree program, including all of the following:
(a) The source of monies.
(b) Facilities requirements.
(c) Faculty.
(d) Personnel.
(e) Administrative costs.
3. The ability of the career technical education district to support the associate degree program with student enrollment and the adequacy of the facilities, faculty, administration and libraries and other resources.
E. Before the career technical education board authorizes an associate degree program, the career technical education district must submit a report to the career technical education board that includes all of the following information:
1. The name of the proposed degree program.
2. A brief description of the proposed degree program.
3. The academic department that will offer the proposed degree program.
4. Whether the instructional modality would be immersion or online, or both.
5. The total credit hours necessary to complete the proposed degree program.
6. The proposed inception term.
7. A learning outcomes and assessment plan that includes all of the following:
(a) Concepts.
(b) Competencies.
(c) Assessment methods and measures.
Sec. 2. Legislative findings
The legislature finds and declares:
1. The operational costs of career technical education district associate degree programs shall be funded through student tuition and program fees, except for funding authorized pursuant to section 15-393, Arizona Revised Statutes.
2. Additional taxpayer dollars may not be required to fund the new associate degree programs offered by the career technical education districts."
