Page 3, line 5, strike "Contracts with" insert "State plan amendment;"

Strike lines 7 through 10, insert:

"A. On or before December 31, 2024, the administration shall prepare and submit for approval to the centers for medicare and medicaid services a state plan amendment to authorize the administration to contract for services provided by physicians who are licensed pursuant to title 32, chapter 14."

After line 17, insert:

"Sec. 3. Arizona health care cost containment system administration; pilot program; naturopathic medical services; report; delayed repeal

A. On or before October 1, 2022, the Arizona health care cost containment system administration, in consultation with an association representing licensed naturopathic physicians in this state and an association representing Arizona health care cost containment system health plans, shall develop and implement a two-year pilot program on naturopathic medical services that includes at least the following:

1. Not more than twenty-five participating licensed naturopathic physicians.

2. The geographic regions where the pilot program will operate.

3. The health plans that will participate.

4. The formulary list to be used in the pilot program.

5. The types and methods of data collection and reporting that will be required.

B. On or before December 31, 2024, the administration shall report on the outcomes of the pilot program to the health and human services committee chairpersons of the senate and the house of representatives, or their successor committees, and provide a copy of the report to the secretary of state.

C. This section is repealed from and after June 30, 2025.

Sec. 4. Conditional enactment; notice

A. Only if, on or before July 1, 2028, the Arizona health care cost containment system administration approves the list of supplements, drugs and therapies pursuant to section 36-2904.01, Arizona Revised Statutes, as added by this act, section 36-2901, Arizona Revised Statutes, as amended by this act, becomes effective on October 1 after that approval. 

B. The administration shall notify the director of the Arizona legislative council in writing, on or before October 1, 2028:

1. Of the date the administration approves the list of supplements, drugs and therapies pursuant to section 36-2904.01, Arizona Revised Statutes, as added by this act.

2. That the centers for medicare and medicaid services did not approve the state plan amendment pursuant to section 36-2904.01, Arizona Revised Statutes, as added by this act."
