Page 1, line 44, after the period insert "Before transmitting the records as required by this paragraph, the department of health services shall establish policies and procedures to ensure that all records transmitted are appropriately protected. Each agency receiving records pursuant to this paragraph shall implement safety measures as outlined in the department's policies and procedures."
