Overview

Incorporates two versions of statute relating to career technical education districts (CTEDs) into a single statute.  

History

A.R.S. § 15-393, as amended by Laws 2021, Chapter 252 and Laws 2021, Chapter 404, authorizes students in an approved centralized campus program or leased campus centralized program to generate an average daily membership (ADM) during any day of the week and at any time between July 1 and June 30 of each fiscal year.

A.R.S. § 15-393, as amended by Laws 2021, Chapter 252 and Laws 2021, Chapter 416, specifies that students in an approved career technical education (CTE) program provided by a satellite, centralized or leased centralized campus may generate up to 1.75 ADM for instruction received during any hour of the day, any day of the week and at any time between July 1 and June 30 of each fiscal year. Additionally, this version outlines the ADM generated by a CTED student according to the instructional hours the student receives and permits a CTED to operate for less than 180 days a year with an equivalent number of hours of instruction.

ADM is the total enrollment of part-time and full-time students, minus withdrawals, of each school day for the first 100 days of the school year. Statute details the ADM that a student generates according to the number of instructional hours the student receives (A.R.S. § 15-901).

Provisions

1.   Adds that students in an approved CTE program provided by a satellite, centralized or leased centralized campus may generate up to 1.75 ADM for instruction received during any hour, day and time of each fiscal year. (Sec. 1)

2.   Specifies that a pupil who attends a satellite campus course or program and who is not enrolled in the school district or charter school where the satellite campus is located may generate up to 0.25 ADM for 150 hours of instruction received during any hour, day and time of each fiscal year. (Sec. 1)

3.   Provides that a pupil who is enrolled in a CTE course or program provided by a community college generates 0.25 ADM for every three community college credits. (Sec. 1)

4.   Details that a CTED's ADM is calculated by dividing the instructional hours of enrollment by 600, except that:

a)   At least 150 hours and less than 300 hours equals 0.25 ADM;

b)   At least 300 hours and less than 400 hours equals 0.50 ADM;

c)   At least 400 hours and less than 600 hours equals 0.75 ADM; and

d)   At least 600 hours equals 1.0 ADM. (Sec. 1)

5.   Prohibits a CTED's ADM from being calculated on the 100th day of instruction. (Sec. 1)

6.   Prohibits the Arizona Department of Education from restricting the instructional time by limiting the particular days of the week or time of the fiscal year for instruction to occur. (Sec. 1)
