HB 2083: AHCCCS services; diabetes management

Overview

Allows up to 10 hours annually of diabetes outpatient self-management training services as an Arizona Health Care Cost Containment System (AHCCCS) covered service.

History

Established in 1981, AHCCCS is Arizona's Medicaid program that oversees contracted health plans for the delivery of health care to individuals and families who qualify for Medicaid and other medical assistance programs. Through contracted health plans across the state, AHCCCS delivers health care to qualifying individuals including low-income adults, their children or people with certain disabilities.

Current statute outlines covered health and medical services offered to AHCCCS members (A.R.S. § 36-2907).

Provisions

1.   Includes up to 10 hours annually for diabetes outpatient self-management training services as an AHCCCS covered service. (Sec. 1)

2.   Specifies that the diabetes outpatient self-management training service must be prescribed by a primary care physician in any of the following circumstances:

a)   The member is initially diagnosed with diabetes; or

b)   For a member who has been previously diagnosed with diabetes either:

  i.   A change occurs in the member's diagnoses, medical condition or treatment regimen; or

ii.   The member is not meeting appropriate clinical outcomes. (Sec. 1)

3.   Prohibits monies in the Hospital Assessment Fund from being used to provide diabetes outpatient self-management training services. (Sec. 1)
