HB 2111: appropriation; healthy families program

Overview
Appropriates $10 million from the state General Fund (GF) in FY 2023 to the Department of Child Safety (DCS) for the Healthy Families Program (program).
History
The primary purpose of DCS is to protect children and focus on: 1) investigating reports of abuse and neglect; 2) assessing, promoting and supporting the safety of a child in a safe and stable family or other appropriate placement in response to allegations of abuse or neglect; 3) working cooperatively with law enforcement regarding reports that include criminal conduct allegations; and 4) without compromising child safety, coordinating services to achieve and maintain permanency on behalf of the child, strengthening the family and providing prevention, intervention and treatment services (A.R.S. § 8-451).
DCS oversees the program which provides services to children under five years of age and members of their families to prevent child abuse or neglect and promote child development and wellness. Statute outlines five goals for the program including: 1) reducing child abuse and neglect; 2) promoting child wellness and proper development; 3) strengthening family relations; 4) promoting family unity; and 5) reducing dependency on drugs and alcohol (A.R.S. § 8-481).
