Overview

Authorizes the Arizona Department of Environmental Quality (ADEQ) to adopt all rules necessary to operate the direct potable reuse of treated recycled wastewater program and appropriates $1,500,000 in FYs 2023 and 2024 to operate this program.

History

Direct potable reuse refers to introducing purified water directly into an existing water supply system. By contrast, indirect potable reused entails introducing this water into an environmental buffer such as a lake or river before the blended water is treated and introduced into a water supply system.

In 2016, ADEQ began the process of revising Arizona’s regulations governing the reuse of reclaimed water and graywater to allow for direct potable re-use. In 2018, it adopted rules to allow certain facilities that treat and purify higher quality reclaimed water to produce potable water that is suitable for human consumption. However, there are currently no standards for treating wastewater to direct potable reuse (R18-9-E701 et seq.)

Provisions

1.   Authorizes the ADEQ Director to adopt all rules necessary to operate the direct potable reuse of treated recycled wastewater permitting program. (Sec. 2)
