Overview
Appropriates $642,207,200 in FY 2023 for building system capital improvement plans.
History
The Department of Administration (ADOA), Department of Transportation (ADOT) and Arizona Board of Regents (ABOR) comprise the three statewide building systems. Each building system must submit a capital improvement plan to the Governor by October 15. The capital improvement plans contain proposals for state spending on land acquisition, capital projects, energy systems and building renewal (A.R.S. § 41-793).
The Joint Committee on Capital Review adopts a building renewal formula that is uniform across the three building systems. The building renewal formula is a component of each building system's capital improvement plan (A.R.S. § 41-793.01).
ADOT submitted the FY 2023 ADOT building system capital improvement plan on October 1, 2021 (ADOT). ADOA submitted the FY 2023 ADOA building system capital improvement plan on October 15, 2021 (ADOA). ABOR's FY 2023 capital improvement plan included submissions from the University of Arizona, Arizona State University and Northern Arizona University.
Provisions
1. Appropriates the following sums from the specified fund in FY 2023 for building system capital improvement plans submitted by October 15, 2021:
a) $155,525,000 from the General Fund (GF) to ADOA;
b) $1,459,600 from the Game and Fish Fund to ADOA;
c) $176,400 from the State Lottery Fund to ADOA;
d) $467,800 from the State Aviation Fund to ADOT;
e) $30,668,400 from the State Highway Fund to ADOT; and
f) $453,910,000 from the GF to ABOR. (Sec. 1)
