Overview

Appropriates $1,440,732,800 of expenditure authority and $30,121,100 from the Children’s Health Insurance Program (CHIP) Fund in FY 2022 for home and community-based services and funding formula requirements.

History

The Arizona Health Care Cost Containment System (AHCCCS) administration is Arizona's Medicaid program, established by Laws 1981, 4th Special Session, Ch. 1. AHCCCS is jointly funded by the federal and state governments to provide health care for individuals and families who qualify based on income level.

The Department of Economic Security's Division of Developmental Disabilities (DES/DDD) provides programs and services throughout the state for individuals with developmental disabilities (A.R.S. § 36-552).

Section 9817 of the American Rescue Plan Act of 2021, or ARPA, (Pub. L. 117-2) increases the Federal Medical Assistance Percentage by 10% for home and community-based services. On July 12, 2021, AHCCCS submitted its home and community-based services spending plan  to the federal government in collaboration with DES/DDD.

Provisions

1.   Appropriates $1,078,032,800 of expenditure authority and $30,121,100 from the CHIP Fund as supplemental FY 2022 appropriations to AHCCCS to:

a)   ☐ Prop 105 (45 votes)	     ☐ Prop 108 (40 votes)      ☐ Emergency (40 votes)	☐ Fiscal NoteImplement the ARPA home and community-based services spending plan; and

b)   Adjust funding formula requirements. (Sec. 1)

2.   Appropriates $362,700,000 of expenditure authority as a supplemental FY 2022 appropriation to the DES/DDD to implement the ARPA home and community-based services spending plan. (Sec. 1)

3.   Exempts the appropriations from lapsing. (Sec. 1)
