HB2170: election mailings; third-party disclosures

Overview
Requires the words not from a government agency to be included on official election-related documents from the county recorder or Secretary of State that are delivered by a third-party.
History
The county recorder, a deputy registrar or a justice of the peace must supply a registration form to any qualified person requesting voter registration information. The county recorder must distribute state mail in registration forms at locations open to the general public throughout the county. Any information regarding voter registration qualifications, registration deadlines and penalties for false registration must be attached to or distributed with the state mail in registration form (A.R.S. § 16-131).
Provisions
1. Stipulates that the words not from a government agency must be included on official election-related documents that are delivered from any nongovernmental person or entity, including voter registration applications or early ballot requests. (Sec. 1)
2. Outlines the following requirements of the disclosure:
a) For a delivery by hand or by mail, must be in clearly legible, boldfaced print on the outside of the envelope and displayed in a height that is at least 10% of the vertical height of the document; and
b) For an electronic or digital delivery, prominently placed in the message and clearly readable. (Sec. 1)
