Overview

Exempts a school psychologist who is contracted to provide services in an educational institution setting and who is certified by the Arizona Department of Education (ADE) from licensure requirements.

History

Currently, a school psychologist employed in a common school, high school or charter school setting and who is certified to use that title by ADE is exempted from statutory licensure requirements for psychologists if their services or activities are a part of their duties of employment (A.R.S. § 32-2075).

ADE requires personnel whose primary responsibility is that of a school psychologist providing services that include student psychoeducational assessments, therapeutic consultations and involvement in the determination of a student’s disabilities to have a Standard School Psychologist PreK-12 Certificate (ADE).

The duties of the Board of Psychologist Examiners (Board) include the granting, denial, revocation, renewal and suspension of licensees (A.R.S. § 32-2063). Statute requires an applicant for psychologist licensure to have a doctoral degree from an institution of higher education in clinical or counseling psychology, school or educational psychology or any other area in applied psychology acceptable to the Board (A.R.S. § 32-2071).

Provisions

1.   Excludes a school psychologist, who is certified by ADE and contracted to provide services in an educational institution setting that services pupils in prekindergarten or kindergarten programs or the 1st-12th grades, from licensure requirements prescribed by the Board if the services are a part of that person's contract with the educational institution setting.
