HB 2333: appropriation; K-12 rollover

Overview

Appropriates a blank sum of money in FY 2022 to eliminate the reduction in basic state aid and additional state aid entitlement (K-12 rollover) in school districts that meet specified criteria.

History

School districts receive basic state aid and additional state aid based on formulas set in statute. Basic state aid refers to equalization assistance from the state to school districts while additional state aid refers to the Homeowner's Rebate and the 1% property tax cap (A.R.S. §§ 15-971, 15-972). Both basic state aid and additional state aid are distributed monthly to school districts through the Department of Education (ADE) and the State Board of Education (A.R.S. § 15-973).

Between FY 2008 and FY 2010, the Legislature deferred the payment of $952,627,700 in basic state aid and additional state aid, creating the K-12 rollover (JLBC).

The FY 2013 General Appropriations Act eliminated the K-12 rollover for schools with a student count of less than 600 by appropriating $21,900,000 (Laws 2012, 1st Special Session, Ch. 1, § 109).

The FY 2022 General Appropriations Act appropriated $65,000,000 to eliminate the K-12 rollover for school districts with a student count of less than 2,000 (Laws 2021, Ch. 408 § 130).
