HB2395: career technical education; fund; grants

Overview

Creates the Career Technical Adult Education Fund (Fund) and appropriates $5,000,000 in FYs 2023, 2024 and 2025 to the Fund.

History

A career technical education district (CTED) is a specialized school district that offers career technical education (CTE) courses. Statute details specific requirements CTE courses and programs must meet. Additionally, a CTE course must be approved by the Career and Technical Education Division within the Arizona Department of Education (ADE) (A.R.S. § 15-391).

Currently, statute allows a CTED governing board to accept gifts, grants, federal monies, tuition and other monies to build, repair and equip buildings and for the cost of operating the schools of the CTED (A.R.S. § 15-393).

Provisions

1.   Establishes the Fund consisting of legislative appropriations, gifts, grants and other donations and states that Fund monies are continuously appropriated. (Sec. 1)

2.   Instructs ADE to administer the Fund and allows ADE to retain up to 3% of Fund monies for administration. (Sec. 1)

3.   Requires ADE to use Fund monies to support adult education programs offered by CTEDs through grants. (Sec. 1)

4.   States that a CTED may use grant monies for:

a)   Tuition assistance for adult learners for a CTED program that does not result in a postsecondary degree; and

b)   Capital expenditures to support CTED programs and to maintain industry-standard facilities. (Sec. 1)

5.   Allows ADE to:

a)   Adopt policies and procedures to manage the Fund; and

b)   Establish a grant application in collaboration with CTEDs. (Sec. 1)
