HB 2396: appropriations; greater Arizona transportation projects

Overview
Appropriates $49,999,999 from the state General Fund (GF) in Fiscal year (FY) 2023 to the Arizona Department of Transportation (ADOT) for distribution to various state entities for specified highway and road projects. Exempts the appropriations from lapsing until the purpose of the appropriation is either completed, abandoned or the appropriation stands for a full fiscal year without expenditure or encumbrance.
History
Laws 1973, Chapter 146 established ADOT to provide for an integrated and balanced state transportation system with a director responsible for the department's administration (A.R.S. § 28-331). ADOT has exclusive control and jurisdiction over state highways, state routes, state-owned airports and all state-owned transportation systems or modes are vested in ADOT.
The duties of ADOT are as follows: 1) register motor vehicles and aircraft, license drivers, collect revenues, enforce motor vehicle and aviation statutes and perform related functions; 2) do multimodal state transportation planning, cooperate and coordinate transportation planning with local governments and establish an annually updated priority program of capital improvements for all transportation modes; 3) design and construct transportation facilities in accordance with a priority plan and maintain and operate state highways, state-owned airports and state public transportation systems; 4) investigate new transportation systems and cooperate with and advise local governments concerning the development and operation of public transit systems; and 5) have administrative jurisdiction of transportation safety programs and implement them in accordance with applicable law (A.R.S. § 28-332).

Road and Highway Projects for Cities and Towns
a) $1,293,882 to Globe for sidewalk construction and improvement on Jesse Hayes Road and Six Shooter Canyon Road;
b) $951,644 to Winkelman for Golf Course Road and Quarelli Street pavement rehabilitation and improvements;
c) $1,450,000 to Prescott for the design of the Sundog Connector Corridor;
d) $1,687,775 to Lake Havasu City for Swanson Avenue pavement rehabilitation and improvements between Lake Havasu Avenue and Smoketree Avenue;
e) $4,494,144 to Apache Junction for improvements from the intersection of Tomahawk Road and Southern Avenue extending south on Tomahawk Road and west on Southern Avenue;
f) $4,171,537 to Queen Creek to add lanes and other improvements to Ironwood Road from State Route 24 to Germann Road;
g) $2,601,548 to Flagstaff for the Lone Tree Corridor;
h) To Show Low:
i. $610,020 for the construction of a roundabout at the intersection of Central Avenue and Old Linden Road;
ii. $376,573 for an extension of East Owens east of Central Avenue; and
iii. $1,590,000 for the reconstruction of Woolford Road;
i) $500,000 to Winslow for the design of the extension of 900 Acres Access Road;
j) $230,000 to Clarkdale for the design of an additional bridge to support the Bitter Creek Bridge;
k) $850,533 to Huachuca City for the reconstruction of Skyline Drive between State Route 90 and the town landfill entrance;
l) $1,140,000 to Sierra Vista for a joint corridor improvement project with Cochise County for Theater Drive between 7th Street and Carmichael Avenue;
m) $1,566,815 to Nogales for the reconstruction of Industrial Park Drive from Manor Drive to Mariposa Road;
n) To Eloy:
i. $250,000 for pavement rehabilitation and improvements to Stuart Boulevard between Frontier Street and 5th Street;
ii. $200,000 for intersection improvements on Main Street from Frontier Street to 3rd Street;
iii. $225,000 for D Street pavement rehabilitation between Frontier Street and Myers Boulevard; and
iv. $218,667 for Houser Road pavement rehabilitation between Frontier Street and Eleven Mile Corner Road;
o) $893,667 to Casa Grande for improvements to Florence Boulevard between Interstate 10 and Pinal Avenue;
p) $2,189,145 to Kingman for improvements to Eastern Street between Calumet Avenue and Detroit Avenue; and
q) $1,047,104 to Bullhead City to resurface Hancock Road between State Route 95 west and Colorado Boulevard. (Sec. 1)
Road and Highway Projects for Counties
a) $1,453,618 to Coconino County for the widening of Townsend-Winona Road from U.S. Route 89 to Koch Field Road;
b) $2,532,510 to Yavapai County for intersection improvements at Cornville Road and Tissaw Road;
c) To Apache County:
i. $410,551 for a dirt road stabilization pilot project; and
ii. $1,583,311 for pavement rehabilitation on the Concho Highway;
d) $731,207 to Graham County for a low water crossing improvement on Safford Bryce Road between Talley Lane and Freeport McMoRan Road;
e) $1,517,304 to Santa Cruz County for the replacement and expansion of Potrero Creek Bridge on Ruby Road spanning Potrero Creek and an adjacent at-grade railroad crossing;
f) $893,667 to Pinal County for the reconstruction of Trekell Road between Jimmie Kerr Boulevard and Hanna Road; and
g) To Mohave County:
i. $1,200,000 for the paving of Mountain View Road between Aztec Road and Camp Mohave Road; and
ii. $600,000 for a soil stabilization project on Alamo Road between mileposts 3.8 and 7.5. (Sec. 1)
Miscellaneous Road and Highway Projects
3. Appropriates the following amounts to ADOT from the GF in FY 2023 for the following highway and road projects:
a) $2,000,000 for eastbound ramp improvements to the State Route 89 and State Route 89A traffic interchange;
b) $400,488 for roundabout intersection construction at State Route 69 and State Route 169;
c) $893,667 for traffic signal installation and other improvements at State Route 87 and Skousen Road intersection; and
d) $6,535,072 for U.S. Route 95 improvements from Rifle Range Road to Wellton/Mohawk Canal Bridge. (Sec. 1)
4. Appropriates $710,550 to ADOT from the GF in FY 2023 for distribution to the San Carlos Apache Tribe for pavement overlay of Peridot Siding Road between B.I.A. Route 170 and U.S. Route 70. (Sec. 1)
Lapsing Appropriations Exemption
5. Stipulates that each appropriation does not lapse until the purpose for which the appropriation is made is either accomplished, abandoned or the appropriation stands for a full fiscal year without expenditure or encumbrance. (Sec. 1)
