Overview

Allows faculty members and registered students to carry or possess firearms on the property of public universities and community colleges, provided they comply with specified requirements.

History

The Arizona Department of Public Safety is responsible for issuing permits to carry a concealed weapon, provided the applicant meets the following conditions:

1)   Is a resident of this state or a United States citizen;

2)   Is at least twenty-one years old or nineteen years old and provides evidence of current military service or an honorable discharge;

3)   Is not under indictment for and has not been convicted of a felony, unless that conviction has been set aside or expunged or the applicant's rights have been restored;

4)   Is not a prohibited possessor;

5)   Does not suffer from mental illness and has not been adjudicated mentally incompetent or committed to a mental institution;

6)   Is not unlawfully in the United States; and

7)   Provides adequate documentation that the person has completed a training program or demonstrated competence with a firearm (A.R.S. § 13-3112).

It is unlawful for a person to knowingly carry a deadly weapon, unless it is specifically authorized by law, into any public establishment or at any public event after a reasonable request from the operator of the establishment or sponsor of the event to remove the weapon (A.R.S. § 13-3102).

a)   Has a valid concealed carry permit; and

b)   Submits a registration to the institution's administration indicating they are armed and have a valid concealed carry permit. (Sec. 1)

2.   Requires the institution's appropriate governing entity to adopt guidelines for using a firearm in an active shooter incident and prescribes suggested models. (Sec. 1)

3.   Allows faculty members and registered students to carry a firearm at public universities or community colleges, provided they comply with specified requirements. (Sec. 2)
