Summary of the Strike-Everything Amendment to HB 2552

Overview

Appropriates $20,000,000 from the state General Fund (GF) in FY 2023 for construction of a new detention facility in Cochise County.

History

Common jails are maintained by the sheriff of the county in which they are located (A.R.S. § 31-101). Jails are used for detention pursuant to Title 31, Chapter 1, Arizona Revised Statutes. Specifically, if an individual is arrested by a city or town and charged in municipal court, the cost of incarceration is paid by the city or town. However, if an individual is charged in the superior court or a justice court, the costs of incarceration are paid by the county (A.R.S. § 31-121).

Cochise County is one of the 15 counties in Arizona, located in the southeastern corner of the state (A.R.S. § 11-104). According to the 2020 Census, Cochise County has a population of 125,447 individuals.
