Overview
Creates the Military and Transitional Housing Fund (MTHF) within the Arizona Department of Housing (ADOH) for developing newly constructed transitional housing for military members.
History
ADOH primarily receives its funding from federal sources and is tasked with using those monies to address affordable housing issues confronting Arizona; it directly administers funds through a variety of programs. ADOH does not own or build housing. It manages and provides funding for programs run by various for-profit, non-profit and governmental entities that apply for funding. ADOH received no monies from the General Fund in FY2021 and is not requesting any General Fund monies for FY2022 (A.R.S. Title 41, Chapter 37, Article 2; JLBC Program Summary, Housing Assistance; ADOH Five-Year Plan).
Provisions
1. Establishes the MTHF to be administered by the Director of ADOH. (Sec. 1)
2. Allocates monies to the MTHF from any federal sources, including:
a) Monies provided by affordable housing legislation;
b) Unused or undesignated donations; and
c) Undesignated federal monies for which military transitional housing is eligible (Sec. 1)
3. Asserts that monies are to be used in cooperation with veteran owned and operated for-profit and nonprofit organizations for providing newly-constructed transitional housing to military members separating from the military. (Sec. 1)
4. Permits monies to be spent on purchasing and constructing transitional housing facilities. (Sec. 1)
5. Prohibits monies from being spent on unoccupied hotels and motels designated for homeless veterans. (Sec. 1)
6. Limits the amount of monies from the MTHF, which may be used to administer the fund, to no more than 10% annually. (Sec. 1)
7. Requires the Director of ADOH to annually submit a report to the President of the Senate and the Speaker of the House on the status of the MTHF by September 1. (Sec. 1)
8. Directs ADOH to seek comment from the local government in whose jurisdiction a project is planned. (Sec. 1)
9. Prohibits ADOH from interfering with or attempting to override a local government's planning, zoning or land use regulations. (Sec. 1)
10. Defines undesignated federal monies. (Sec. 1)
11. Exempts monies in the fund from lapsing. (Sec. 1)
