Overview

Outlines requirements for algorithms enabling artificial intelligence.

History

The National Conference of State Legislatures defines artificial intelligence as the development of computer systems to perform tasks that normally require human intelligence, such as learning and decision making (Legislation Related to Artificial Intelligence).

Provisions

1.   Provides requirements for algorithms that enable artificial intelligence to learn and implement decisions without human intervention which include:

a)   Must support human agency and fundamental rights;

b)   Comply with all federal and state laws;

c)   Fulfill ethical principles that ensure no unintended human harm occurs; and

d)   Provide transparency and traceability of data logs and decision-making. (Sec. 1)

2.   Asserts artificial intelligence may not infringe on a human being's constitutional rights. (Sec. 1)

3.   Contains a legislative intent clause. (Sec. 2)
