HB 2687: urban air mobility committee repeal

Overview

Changes the repeal date of the urban air mobility study committee (Committee) to January 1, 2024.

History

According to the Federal Aviation Administration (FAA) Urban Air Mobility (UAM) envisions a safe and efficient aviation transportation system that will use highly automated aircraft that will operate and transport passengers or cargo at lower altitudes within urban and suburban areas.

UAM will be composed of an ecosystem that considers the evolution and safety of the aircraft, the framework for operation, access to airspace, infrastructure development, and community engagement.

Laws 2021, chapter 197, section 1 established the urban air mobility study committee consisting of members of the legislature and relevant members of the community. The duties of the committee are as follows: 1) review current laws in Arizona that could impact the urban air mobility industry and discuss necessary revisions; 2) identify potential laws that will create jurisdictional consistency for urban air mobility operations; 3) foster public acceptance and awareness by creating an outreach campaign to educate the general public and lawmakers about urban air mobility technology; 4) collaborate with local governments to identify the best ways to integrate urban air mobility into transportation plans; 5) on or before July1, 2022, submit a report regarding the committee's activities and recommendations for administrative or legislative action to the Governor, the President of the Senate, and the Speaker of the House of Representatives.

Aircraft operating in Arizona must conform to design, construction and airworthiness standards prescribed by the United States or the appropriate federal agency for the navigation of aircraft subject to its jurisdiction. It is unlawful for a person to navigate an aircraft in this state unless it is licensed and registered by the appropriate agency of the United States in the manner prescribed by regulations of the United States or the appropriate federal agency (A.R.S. § 28-8272).

Provisions

1.   Modifies the repeal date of the Committee from October 1, 2023, to January 1, 2023. (Sec. 1)

2.   Modifies the date in which the Committee must submit their report, from July 1, 2022, to January 1, 2023. (Sec. 1)
