Overview

Contains provisions relating to procurement needed to implement the FY 2023 budget.

History

The Arizona State Library, Archives and Public Records (State Library) is established within the Department of State provides access to specified materials, including law and Arizona history (A.R.S. § 41-151.01).

The Arizona Procurement Code governs every expenditure of public monies by a state governmental unit, with exceptions outlined in statute (A.R.S. § 41-2501). Unless an alternative process is specified, the Arizona Procurement Code generally requires contracts to be awarded using competitive sealed bidding (A.R.S. § 41-2553).

Provisions

1.   Repeals inoperative statute related to procurement exemptions for the State Library. (Sec. 1)

2.   Exempts purchases and contracts by the State Library under $150,000 from the Arizona Procurement Code. (Sec. 2)

3.   Requires the Department of Revenue (DOR) to use the competitive sealed proposal procurement process for the integrated tax system modernization project. (Sec. 3)

4.   Prohibits DOR from using specified mandatory minimum offeror qualifications in soliciting bids through requests for proposals. (Sec. 3)

5.   Directs DOR to review any proposal from an offeror that has developed an integrated tax system. (Sec. 3)
