Overview

Declares the Legislature's opposition to the 30 by 30 program and other efforts to set aside public lands from development and the Legislature's support for managing these lands under the principles of multiple use and sustained yield.

History

Executive Order 14008

On January 27, 2021, President Biden signed Executive Order 14008, which directed various federal agencies to take actions to address climate change. Section 216 in this order instructed the Secretary of Interior, in consultation with other federal agencies, to submit a report recommending steps the federal government could take to work with stakeholders to conserve at least 30% of lands and waters in the United States by 2030 (30 by 30 program). This report also needed to propose guidelines for determining which lands and waters would qualify for conservation. It was published in May 2021.

Multiple Use and Sustained Yield

Multiple use and sustained yield are principles enshrined in federal law that govern decisions on how to utilize lands overseen by the U.S. Forest Service and Bureau of Land Management. These principles generally mean judiciously and flexibly managing these lands and associated resources to meet the present and long-term needs of the American people without permanently impairing the land’s productivity or environmental quality while achieving and maintaining a consistently high-level of output of the lands’ various renewable resources (16 U.S.C. § 529 et seq. and 43 U.S.C. § 1701 et seq.).

Provisions

1.   Declares that the Legislature opposes:

a)   the 30 by 30 program or any similar program that sets aside and prevents the use of lands in Arizona; and

b)   designating public lands and national forests in Arizona as wilderness, wilderness study areas, wildlife preserves, open spaces or other conservation lands and acquiring private lands from unwilling landowners. (Sec. 1)

2.   Declares that the Legislature supports:

a)   legislation ending the 30 by 30 program and other similar programs;

c)   the federal government's coordination with state and local land use plans and land management policies; and
