Overview

Subject to voter approval, constitutionally declares the regulation of employee benefits is of statewide concern and preempts local government regulations.

History

Article XVIII of the Arizona State Constitution provides for an eight-hour workday, outlines employer and employee liability, provides rules for workmen's compensation and otherwise governs labor within Arizona.

Cities within Arizona have broad power to create ordinances to govern matters of local concern but the authority of political subdivisions over a matter may be preempted if that matter is considered to be of statewide concern (A.R.S. Title 9, Chapter 4).

1.   Asserts, subject to voter approval, the regulation of employee benefits is of statewide concern and is preempted by state and federal law. (Sec. 1)

2.   Requires the Secretary of State to submit the proposition to the voters at the next general election. (Sec. 2)
