HR 2004: border wall; construction materials; repurpose

Overview

Declares that the Arizona House of Representatives supports transferring unused federal border wall construction materials to the states to construct a border wall along the southern border.

History

On January 25, 2017, former President Trump issued an executive order to secure the southern border of the United States (Executive Order 13767).

On February 15, 2019, President Trump declared a national emergency concerning the southern border of the United States. The declaration provided additional authority to the Department of Defense to support the federal government's response to the emergency at the southern border (Proclamation 9844).

On January 20, 2021, President Biden terminated the state of emergency with respect to the southern border of the United States, and on February 2, 2021, President Biden issued an executive order which revoked former President Trump's executive order to secure the southern border (Proclamation 10142; Executive Order 14010).

On November 2, 2021, congresswoman Beth Van Duyne introduced legislation titled To authorize the transfer to Arizona, New Mexico, and Texas of certain materials for the construction of the border wall, and for other purposes into the United States House of Representatives. The bill permits the Secretary of Homeland Security and the Secretary of the Army to transfer to Arizona, New Mexico and Texas, unused materials obtained through the expenditure of funds intended for the construction of the border wall (H.R. 5810).
