Summary of the Strike-Everything Amendment to SB 1263

Overview

Increases the amount from $1 million to $3 million of State Lottery Fund (Fund) monies appropriated to the Department of Economic Security (DES) for grants to nonprofit organizations for homeless emergency, transitional shelters and related support services.

History

State Lottery Fund

In November 1980, Arizona voters approved Proposition 200, an initiative measure providing for a state lottery to generate revenue for various Arizona programs. Administered by the Arizona State Lottery Commission (Commission), the monies generated consist of revenues received from the sale of lottery tickets or shares, including revenues from drawing games and instant ticket "scratcher" games. These monies are deposited into the Fund and are first used to resolve debt service obligations for state lottery revenue bonds and pay for any Commission expenses. Statute outlines the allocation of remaining Fund monies once all statutory obligations have been met.

Specifically, $1 million or the remaining balance in the Fund, whichever is less, is appropriated to DES for grants to nonprofit organizations, including faith-based organizations, for homeless emergency and transitional shelters and related support services. DES must submit an annual report on the amounts, recipients, purposes and results of each grant by December 31 to the Governor, Speaker of the House of Representatives and the President of the Senate and provide a copy of the report to the Secretary of State (A.R.S. § 5-572).
