Overview
Appropriates $2,700,000 from the state General Fund (GF) and $6,200,000 from federal Medicaid expenditure authority in FY 2023 to the Arizona Health Care Cost Containment System (AHCCCS) for services to eligible women who are less than one year postpartum.
History
Established in 1981, AHCCCS is Arizona's Medicaid program that oversees contracted health plans for the delivery of health care to individuals and families who qualify for Medicaid and other medical assistance programs. Through contracted health plans across the state, AHCCCS delivers health care to qualifying individuals including low-income adults, their children or people with certain disabilities.
Statute outlines the covered health and medical services offered to AHCCCS members, including: 1) inpatient hospital services; 2) outpatient health services; 3) laboratory and X-ray services; 4) prescription medications; 5) medical supplies, durable medical equipment, insulin pumps and prosthetic devices; 6) treatment of medical conditions of the eye; 7) early and periodic health screening and diagnostic services; 8) family planning services; 9) podiatry services; 10) nonexperimental transplants; 11) emergency dental care; 12) ambulance and nonambulance transportation; 13) hospice care; and 14) orthotics (A.R.S. § 36-2907).
Provisions
1. Includes in the definition of an eligible person for AHCCCS services, a woman who is less than one year postpartum with a family income that does not exceed 150 percent of the federal poverty guidelines. (Sec. 1)
2. Expands the definition of a primary care practitioner to include a certified nurse midwife and specifies that this does not expand the scope of practice for certified nurse midwives. (Sec. 1)
3. Appropriates $2,700,000 from the GF and $6,200,000 from federal Medicaid Expenditure Authority to AHCCCS in FY 2023 for services to eligible women who are less than one year postpartum. (Sec. 2)
4. Conditions the enactment of this legislation on the Centers of Medicare and Medicaid Services authorizing AHCCCS to either redetermine the eligibility of members who are less than one year postpartum and under 133 percent of the federal poverty level or use another methodology that enables AHCCCS to provide coverage within the appropriation by July 1, 2023. (Sec. 3)
5. Directs the Director of AHCCCS to notify the Director of the Arizona Legislative Council in writing of the date the condition was met or not met by July 1, 2023. (Sec. 3)
