Caucus & COW

Overview

Increases, from 200,000 to 400,000 persons, the maximum population of a county in which an intergovernmental public transportation authority (authority) may be organized in.

History

An authority may be organized in any county with a population of 200,000 people or less. A governing body of one or more incorporated cities or towns may petition the county board of supervisors (BOS) to establish an authority consisting of the incorporated area of the municipality or municipalities. Statute describes the process the BOS must take to establish the authority and the organization and makeup of its board of directors (A.R.S. §§ 28-9102, 28-9121).

The board of directors and each member governmental entity will enter into an intergovernmental agreement that the authority has the sole authority for designing, operating and maintaining the public transportation system in the authority. The board of directors will coordinate and implement the establishment and development of the public transportation system within the authority and participating governmental entities (A.R.S. § 28-9124).
