Overview
Directs Legislative Council to oversee Wesley Bolin Memorial Plaza and changes the oversight of monuments and memorials located within the governmental mall from the Arizona Department of Administration (ADOA) to Legislative Council.
History
A monument or memorial located in the governmental mall must be authorized by a legislative act. ADOA must review the concept design and determine the most appropriate location for the monument or memorial. After ADOA approves the concept, the proponents must enter into a contract with ADOA before construction can begin (A.R.S. § 41-1363).
Legislative Council is responsible for the renovation, alteration, operation, control and allocation of space of the following:
1) The original 1898 statehouse area of the state capitol building known as the State Capitol Museum;
2) The 1919 wing and the 1938 justice addition of the state capitol building known together as the legislative services wing;
3) Any other facility acquired for legislative use and placed under Legislative Council's jurisdiction and the grounds adjacent; and
4) The grounds adjacent to the state capitol complex area (A.R.S. § 41-1304.05).
Provisions
1. Grants Legislative Council the responsibility of the allocation of space, operation, alteration, renovation and control of Wesley Bolin Memorial Plaza except for specified parking areas. (Sec. 1)
2. Transfers the authorization and oversight of monuments and memorials within the governmental mall from ADOA to Legislative Council. (Sec. 2, 3)
3. Repeals statute relating to the State Monument and Memorial Repair Fund. (Sec. 4)
4. Directs Legislative Council to administer the State Monument and Memorial Repair Fund. (Sec. 5)
5. Makes technical and conforming changes. (Sec. 1-3, 5)
