Summary of the Strike-Everything Amendment to SB 1519
Overview
Establishes the Arizona Integrated Student Support Grant Pilot Program (Pilot Program) within the Arizona Department of Education (ADE).
History
ADE is directed by the Superintendent of Public Instruction, who is responsible for executive, administrative and ministerial functions of ADE and who is the officer responsible for the execution of policies of the State Board of Education (A.R.S. § 15-231).
ADE is responsible for apportioning state monies to counties for public schools, which the Superintendent of Public Instruction is responsible for overseeing (A.R.S. § 15-251).
Provisions
1. Establishes the Pilot Program within ADE for three years to assist public elementary and middle schools in developing and implementing integrated student support plans. (Sec. 1)
2. Requires ADE to select six schools with an enrollment of at least 400 students each, including at least one elementary school, to participate in the Pilot Program. (Sec. 1)
3. Designates purposes which participating school may use monies for in coordination with community-based organizations. (Sec. 1)
4. Outlines criteria for a public elementary or middle school to be eligible for a grant. (Sec. 1)
5. Prohibits grants from being used for direct programs for activities that are not related to developing or implementing an integrated student support plan. (Sec. 1)
6. Requires each school that participates in the Pilot Program to hire a new employee or designate an existing employee to serve as that school's full-time integrated student support plan coordinator. (Sec. 1)
7. Conditions implementation of an integrated student support plan on the approval of the school district governing board or the charter school governing body. (Sec. 1)
8. Permits a school that participates in the Pilot Program to seek assistance from other schools, regional education service centers or technical assistance providers. (Sec. 1)
9. Mandates that a participating school:
a) Hold a community meeting at least twice a year; and
b) Provide an annual report to the school district governing board or the charter school governing body. (Sec. 1)
10. Allows a participating school to seek additional funding through public-private partnerships and to seek and accept gifts, grants, donations and monies from federal, state and private sources for the Pilot Program. (Sec. 1)
11. Repeals the Pilot Program on January 1, 2026. (Sec. 1)
12. Cites this act as the David Bradley Schools Act. (Sec. 2)
