SCR1024: lieutenant governor; joint ticket

Overview

Outlines, upon voter approval, the requirements for a Lieutenant Governor to be on a joint ticket with the nominee for the Office of Governor.

History

The Executive Department of Arizona includes the Governor, Secretary of State, State Treasurer, Attorney General and Superintendent of Public Instruction (AZ. Const. Art. V § 1).

If the Governor dies, resigns, is removed from office or becomes permanently disabled, the Secretary of State succeeds the office of Governor until a successor is elected in a regular election. If the Secretary of State fails to qualify as Governor, the Attorney General, State Treasurer or Superintendent of Public Instruction succeeds the office of the Governor in the order named (AZ. Const. Art. V § 6).

Provisions

1. Adds the Lieutenant Governor to the Arizona Executive Department.

2. Directs each nominee for the Office of Governor to do the following no later than 60 days before the general election:

a) Name a lieutenant governor nominee; and

b) Run on a joint ticket in the general election with that nominee for the Office of Lieutenant Governor.

3. Stipulates that the name of the nominee for lieutenant governor must appear on the ballot below or with the name of the joint nominee for governor to indicate they are running on a joint ticket as joint candidates.

4. Specifies that a single vote, at the general election, for a nominee for governor constitutes a vote for that nominee's ticket, including the lieutenant governor nominee.

5. States that any winning candidate for governor at the general election, that winning candidate's joint candidate for lieutenant governor is the winning candidate for that office.

6. Designates the Lieutenant Governor to succeed to the Office of Governor in the event of the permanent disability to discharge the duties of the office, death, resignation or removal from Office of the Governor.

7. Requires the Governor to appoint a person to serve as Lieutenant Governor, subject to approval by a majority vote of the members of each house of the Legislature, in the event of the permanent disability to discharge the duties of the office, death, resignation or removal from Office of the Lieutenant Governor.

8. Specifies the statutorily established order of succession to the Office of Governor applies if the vacancy occurs with or during a vacancy in the Office of Lieutenant Governor.

9. Removes the requirements that the successor to the Office of the Governor or Lieutenant Governor be holding by election.

10. Applies the provisions beginning with elections for the term of office that starts in 2027.

11. Directs the Secretary of State to submit this proposition to the voters at the next general election.
