                        FINANCE COMMITTEE

DATE:            February 4, 2022

SUBJECT:      Strike everything amendment to S.B. 1081, relating to PSPRS; advisory committee

Purpose

Requires the President of the Senate and Speaker of the House of Representatives (House) to each appoint one member, rather than a legislator or legislative staff member, to the Public Safety Personnel Retirement System (PSPRS) Advisory Committee.

Background

The PSPRS Advisory Committee must serve as a liaison between the PSPRS Board of Trustees (PSPRS Board) and the members and employers of the PSPRS. The President of the Senate and Speaker of the House must each appoint one member who is either a legislator or a legislative staff member to the PSPRS Advisory Committee. The remaining members must be appointed by the Chairperson of the PSPRS Board from names submitted by representatives of law enforcement, firefighters, state government, counties, cities and towns and tribal governments. The members consist of: 1) a law enforcement officer; 2) a firefighter; 3) a member of the Elected Officials' Retirement Plan; 4) a member of the Corrections Officer Retirement Plan; 5) a retiree from PSPRS; 6) a representative from a city or town of Arizona; 7) a representative from a county of Arizona; 8) a representative from a fire district of Arizona; 9) a representative from a state employer; and 10) a representative from a tribal government located in Arizona (A.R.S. § 38-848).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Requires the President of the Senate and Speaker of the House to each appoint one member, rather than a legislator or legislative staff member, to the PSPRS Advisory Committee.

2.   Becomes effective on the general effective date.
