Purpose
Appropriates $500,000 from the state General Fund (state GF) in FY 2023 to the Arizona Department of Housing (ADOH) for the Electric Vehicle-Ready Homes Pilot Program (Program).
Background
A municipality refers to a city or town organized in accordance with law, including a home rule or charter city. Any municipality requiring the issuance of a building permit must transmit one copy of the permit to the county assessor and one copy to the Director of the Arizona Department of Revenue (A.R.S. § 9-467).
A county board of supervisors must require a building permit for any construction of a building or building addition that exceeds $1,000 within its jurisdiction. The building permit must be filed with a county board of supervisors or its designated agent (A.R.S. § 11-321).
S.B. 1150 appropriates $500,000 from the state GF in FY 2023 to ADOH.
Provisions
1. Requires ADOH to conduct a two-year Program.
2. Appropriates $500,000 from the state GF in FY 2023 to ADOH for the purposes of the Program.
3. Requires ADOH to reimburse the owner of an existing residential structure the cost of installing an electric vehicle outlet.
4. Requires the Program to provide:
a) guidelines and standards to install an electric vehicle charging outlet; and
b) reimbursement for the cost of outlet installation, not exceeding $1,000.
5. Excludes, from the Program, a person who has received monies for installing electrical outlets or charging stations from a utility.
6. Allows ADOH to adopt necessary policies and procedures.
7. Requires, by December 31, 2024,ADOH to submit a report to the President of the Senate, the Speaker of the House of Representatives and the Governor detailing any results, revenues and costs of the Program.
8. Prohibits a municipality or a county board of supervisors from issuing a residential structure building permit for a new single-family structure if the residential structure does not have a 208/240-volt, 50-ampere, nema 14-50 branch circuit with a dedicated outlet to charge an electric vehicle in the residential structure's garage or within 10 feet of a parking space on the outside of the residential structure.
9. Excludes from the prohibition a:
a) manufactured home;
b) residential structure that is less than 1,000 square feet;
c) residential structure in which off-street parking is not provided; and
d) residential structure in which the addition of a 50-ampere circuit would require the main service to exceed 200 ampere.
10. Makes technical and conforming changes.
11. Becomes effective on the general effective date.
Amendments Adopted by Committee
1. Transfers authority of the Program to ADOH, rather than ADOA.
2. Requires the Program to only apply to existing builds.
3. Restricts prohibition of issuing a residential structure building permit to only apply to new builds.
