zero emission vehicles; plans

Purpose

Requires the Arizona Department of Transportation (ADOT) to work in coordination with the Arizona Department of Administration (ADOA) and the Arizona Department of Environmental Quality (ADEQ) to develop a Zero Emission Vehicle Plan (ZEV Plan).

Background

Under the federal Clean Air Act, states are required to submit a state implementation plan (SIP) to provide for the attainment of federal air quality standards in nonattainment areas.  The SIP is an accumulated record of enforced air pollution control measures, programs and plans that are adopted by the Director of ADEQ and then submitted for review to the U.S. Environmental Protection Agency (A.R.S. § 49-404).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Requires ADOT, in coordination with ADOA and ADEQ, to develop a ZEV Plan designed to:

a)   increase the number of registered zero emission vehicles in this state to at least 100,000 by 2028;

b)   help establish interstate and intrastate zero emission vehicle corridors;

c)   coordinate and increase the installation of zero emission vehicle infrastructure; and

d)   where appropriate, incorporate additional best practices for increasing zero emission vehicle adoption.

2.   Requires ADOT to submit a draft of the ZEV Plan to the Governor, the President of the Senate and the Speaker of the House of Representatives within six months after the effective date of this section.

3.   Defines zero emission vehicle as a pure battery electric vehicle or a plug-in hybrid vehicle with a battery range that is sufficient to meet the vehicle's regular mileage between charges.

4.   Becomes effective on the general effective date.
