AMENDED
AHCCCS; postpartum care; eligibility; appropriations
Purpose
Appropriates $2,700,000 from the state General Fund (state GF) and $6,200,000 from federal Medicaid Expenditure Authority in FY 2023 to the Arizona Health Care Cost Containment System (AHCCCS) for services to eligible women who are less than one year postpartum.
Background
AHCCCS contracts
with health professionals to provide medically necessary health and medical
services to eligible members. Currently, AHCCCS contractors are required to
provide:
1) inpatient hospital services; 2) outpatient health services; 3) laboratory
and X-ray services;
4) prescription medications; 5) medical supplies, durable medical equipment,
insulin pumps and prosthetic devices; 6) treatment of medical conditions of the
eye; 7) early and periodic health screening and diagnostic services; 8) family
planning services; 9) podiatry services;
10) nonexperimental transplants; 11) emergency dental care; 12) ambulance and
nonambulance transportation; 13) hospice care; and 14) orthotics (A.R.S.
§ 36-2907).
S.B. 1272 appropriates $2,700,000 from the state GF and $6,200,000 from federal Medicaid Expenditure Authority in FY 2023 to AHCCCS.
Provisions
1. Expands the definition of eligible person related to AHCCCS to include a woman who is less than one year postpartum with a family income that does not exceed 150 percent of the federal poverty guidelines.
2. Appropriates $2,700,000 from the state GF and $6,200,000 from federal Medicaid Expenditure Authority in FY 2023 to AHCCCS for services to eligible women who are less than one year postpartum.
3. Conditions the enactment on AHCCCS receiving authorization, by July 1, 2023, from the Centers for Medicare and Medicaid Services to either redetermine the eligibility of members who are less than one year postpartum and are under 133 percent of the federal poverty level or use another methodology that enables AHCCCS to provide coverage within the appropriation.
4. Requires the Director of AHCCCS, by July 1, 2023, to notify the Director of Legislative Council in writing whether the condition was met and the date it was met.
5. Adds a certified nurse midwife to the definition of primary care practitioner related to AHCCCS.
6. Makes technical changes.
7. Becomes effective on the general effective date or later, subject to the provisions of the conditional enactment.
