Purpose
Background
The Arizona Department of Homeland Security (AZDOHS) is tasked with formulating policies, plans and programs to enhance the ability of Arizona to prevent and respond to acts of terrorism and other critical hazards (A.R.S. § 41-4254).
AZDOHS must: 1) develop a statewide homeland security strategy; 2) request appropriations or grants of monies for homeland security purposes; 3) provide Senior Advisory Committee members with a summary of the amount of U.S. Department of Homeland Security monies requested by Arizona for each grant program; 4) receive all awards granted to Arizona by the federal government for homeland security purposes and provide Senior Advisory Committee members a list of the allocations of U.S. Department of Homeland Security grants to Arizona along with the project title and the amount of each subgrantee award; 5) distribute monies to local jurisdictions and other organizations eligible under federal regulations based on criteria in the statewide homeland security strategy and federal grant guidelines; 6) coordinate with other state and federal agencies to publish a guide for grantees that receive homeland security monies; 7) conduct preparedness training exercises to put state disaster plans into practice and identify shortcomings in the plans; 8) assist in the development of regional response plans, including collaborative efforts with other states; and 9) partner with the private sector in preparedness efforts (A.R.S. § 41-4254).
S.B. 1709 appropriates $10,000,000 from the state GF in FY 2023 to the Fund.
Provisions
1. Establishes the Fund, administered by AZDOHS and consisting of legislative appropriations.
2. Appropriates $10,000,000 from the state GF in FY 2023 to the Fund and exempts the appropriation from lapsing.
3. Requires an Antihuman Trafficking Program, to be eligible for Fund monies, to:
a) reduce transnational organized crime;
b) provide training, analytical services and network discovery tools to the Department of Public Safety (DPS) and other law enforcement agencies applying for grants;
c) proactively detect and track networks, including identifying key players, assets and patterns of life;
d) augment prosecutorial practices to allow law enforcement agencies to target entire networks and their facilitators;
e) track investigative leads using tools and analytic methods;
f) reduce uniformed and civilian staff hours needed to detect and track leads; and
g) foster interagency collaboration.
a) proactively detect and track networks through the use of technology that can identify key players, assets, patterns of life and augment prosecutorial practices with quantifiable data that allows law enforcement to target entire networks and facilitators;
b) reduce the number of staff hours needed to detect and track investigative leads by applying tools and analytic methods developed by private contractors by 50 percent; and
c) foster efficient and interagency collaboration within law enforcement agencies by identifying and mapping a greater number of transnational criminal organizations to develop prosecutable evidence in a greatly reduced time frame.
5. Requires AZDOHS to allocate:
a) $2,000,000 to the DPS Arizona Counter Terrorism Information Center for antihuman trafficking operations; and
b) $8,000,000 to municipal and county law enforcement agencies, not exceeding $500,000 per agency, for programs that reduce human trafficking.
6. Becomes effective on the general effective date.
